Umatilla Electric Cooperative (UEC) is proud to announce that Senior Financial Analyst Megan Stratman has been selected as a recipient of the Public Power Council’s (PPC) 2025 Hero Contributor Award, one of the organization’s highest recognitions for outstanding service and industry leadership.

The PPC Hero Contributor Award honors exemplary utility professionals who go above and beyond in advancing critical regional initiatives that support the success of public power. Award recipients are recognized for consistently stepping forward - often behind the scenes - to support major workstreams, strengthen collaboration among member utilities, and contribute meaningfully to the long-term health of the Pacific Northwest’s public power community.
Megan Stratman exemplifies the spirit of this award through her dedication, deep subject-matter expertise, and commitment to improving outcomes not only for UEC, but for utilities across the region.
As UEC’s Senior Financial Analyst, Stratman manages all BPA and non-federal power supply settlements and reconciliations, oversees the cooperative’s Renewable Energy Certificate (REC) portfolio, and leads UEC’s Renewable Portfolio Standards (RPS) compliance and greenhouse gas reporting. She is widely regarded as the cooperative’s “go-to” expert for power supply analytics.
Beyond her analytical work, Stratman is a highly respected educator and collaborator. She recently led a comprehensive “BPA Power Supply 101” workshop for UEC’s entire workforce and regularly conducts focused working sessions with departmental teams. Her ability to translate complex regional, regulatory, and environmental concepts into clear and actionable information has elevated understanding across all levels of the organization.
Stratman’s impact extends well beyond UEC’s walls. She actively partners with utilities across the Pacific Northwest - to share best practices in environmental compliance, REC reporting, and clean fuels credit management. Her contributions have helped streamline industry processes and strengthen collective preparation for upcoming advancements.
“Megan brings a rare combination of analytical excellence, strategic insight, and a genuine commitment to helping others,” said Blake Weathers, vice president of power supply. “She consistently looks ahead to identify challenges and works collaboratively to build solutions that benefit not only UEC, but the entire public power community. This recognition from PPC is deeply deserved.”
A hallmark of Stratman’s leadership is her quiet but powerful influence. Peers across the industry rely on her for thoughtful guidance on BPA rates and contracts, and she is known for taking the time to explain complex issues with clarity, patience, and positivity.
The PPC Hero Contributor Award recognizes non-CEO/GMs from PPC member utilities who make significant contributions to efforts such as the Post-2028 process, market development, regional environmental issues, litigation, rate cases, and major PPC work groups. Stratman’s work - spanning regulatory compliance, power supply analytics, inter-utility collaboration, and strategic education - reflect the very qualities this award was created to recognize, making her selection a truly well-deserved honor.
“I am honored to receive this recognition”, shared Megan Stratman. “I am so grateful that I get to work in public power with so many wonderful people.”
