The Umatilla-Morrow County Connect (UMCC) Project is a unique project for Umatilla Electric. This project is the first in UEC’s history to go through the Oregon Department of Energy’s (ODOE) Energy Facility Siting Council (EFSC) siting process, required for large energy projects in Oregon.

Umatilla Electric Cooperative’s commitment to powering our region with reliable, forward-thinking infrastructure continues with steady progress on the Umatilla-Morrow County Connect (UMCC) Project. The proposed line is a major step in strengthening the electrical backbone of our region - while paving the way for increased energy resiliency, capacity, and support for Oregon’s growing needs. As of late May, the Project reached a milestone in the State of Oregon’s Energy Facility Siting Council (EFSC) process: submission of UEC’s Application for a Site Certificate (step three of six).

This begins an intensive review by the Oregon Department of Energy (ODOE) and other state agencies to ensure the project meets all applicable standards. Within approximately 90 days, a public meeting, hosted by ODOE, will be scheduled to allow community members to learn more and provide input.

What is the UMCC Project?

  • A proposed 14-mile, 230-kV transmission line connecting UEC’s Highway 730 Switchyard to the Ordnance Switchyard (see photo below).
  • Creates a vital link between Umatilla and Morrow counties transmission network by connecting UEC’s 230-kV transmission system.
  • Enable renewable energy projects across Eastern Oregon.

Why the EFSC Process?

EFSC, a Governor-appointed council, evaluates large energy projects against Oregon’s environmental, land-use, and public interest standards.

UEC has completed the Notice of Intent and received a Project Order. In the current Application phase, the project undergoes review by state
and tribal agencies, including Oregon Department of Fish and Wildlife, ODOT, and DEQ. Upon review of the application, ODOE will issue a Draft
Proposed Order and host a public hearing for stakeholder input.

Looking Ahead

UEC expects ODOE to host a public meeting within the next 90 days and encourages members to participate. As our region grows, reliable infrastructure is essential. The UMCC Project strengthens our electric system and supports renewable energy, economic development, and community resilience.
