New Rate Schedule Overview (PDF) – Effective October 1, 2025

October 2025 Update

Like many of our members, UEC has seen costs steadily rise in recent years. Increases to power costs, insurance premiums, materials, and regulatory compliance needs have resulted in a roughly $8 million revenue gap. To continue providing the consistent, high-quality service you depend on, UEC will be making a rate adjustment, outlined below.

Rate adjustments for each member class will be effective with your October usage and will be reflected on November bills. The basic charge for all members increased, supporting the costs of materials, insurance and equipment necessary to operate the UEC system. This amount is fixed on your monthly statement. How Rates Are Set

Rates charged to Umatilla Electric Cooperative (UEC) members are based on a number of factors. Rates per kilowatt-hour of use vary, depending on the type of account (residential, commercial, industrial, or irrigation), usage, season, or other factors.

The main factor in setting UEC rates is the price the cooperative pays for wholesale power. UEC buys most of its power from the Bonneville Power Administration (BPA). Much of BPA power is generated by hydropower, the most inexpensive form of generation.

UEC’s main charges include:

Monthly Basic Charge: a fixed charge that recovers the non-energy costs of providing services, such as meter reading, billing, and member services.
Energy Kilowatt-hour (kWh) Charge: recovers UEC costs to buy power from wholesale suppliers.
Demand Charge: a charge for the maximum electric load recorded over 30 minutes. Demand is measured in kilowatts (kW). This charge recovers UEC costs for kW demand from its wholesale energy suppliers, such as the Bonneville Power Administration.

Residential Members

Overall, UEC’s new residential rates remain in the bottom third of residential electricity rates in Oregon, and are nearly half the cost of the national average residential rate, according to U.S. Energy Information Administration. With the new rates in effect, residential members on average will see an increase of about $0.43 per day, or around $12 per month.

Detailed Rate Schedules

Schedule 1 – Residential Rate

This applies to single-family residential accounts when all service is supplied at 1 point of connection.

Effective October 1, 2025: Schedule 1 – Residential Rate (PDF)

Schedule 2 – General Service

Applies to residential accounts, other than primary residences, with expected or historical non-continuous use during 12 months, in which the average energy usage is 200 kWh per month and a maximum kW demand* of 25 kW.

Effective October 1, 2025: Schedule 2 – General Service (PDF)

Schedule 3 – Commercial Rate – up to 300 kW

Applies to non-irrigation accounts with an expected or historical maximum kW demand* of up to and including 300kW.

Effective October 1, 2025: Schedule 3 – Commercial Rate – Up to 300 kW (PDF)

Schedule 5 – Small Industrial Rate – 301 kW to 10,000 kW

Applies to non-irrigation accounts with an expected or historical Maximum kW Demand* of 301 kW up to and including 10,000 kW. Facilities designated as a New Large Single Load or planned New Large Single Load by Bonneville Power Administration will not be eligible for service under this schedule.

Effective October 1, 2025: Schedule 5 - Small Industrial Rate - 301 kW to 10,000 kW (PDF).

Schedule 6 – Large Industrial Rate – Over 10,000 kW

Applies to accounts with an expected or historically measured Maximum kW Demand of more than 10,000 kW (1). This schedule shall also apply to all facilities designated as a New Large Single Load or planned New Large Single Load by Bonneville Power Administration.

Effective October 1, 2025: Schedule 6 – Large Industrial Rate – Over 10,000 kW (PDF)

Schedule 7 – Small Agricultural Rate – 100 kW or less

Applies to agricultural irrigation accounts with an expected or historical Maximum kW Demand* of 100 kW or less.

Effective October 1, 2025: Schedule 7 – Small Agricultural Irrigation Rate – 100 kW or Less (PDF)

Schedule 9 – Large Agricultural Irrigation Rate – over 100kW

Applies to multiple-phase agricultural irrigation accounts with an expected or historical Maximum kW Demand* of over 100 kW. Facilities designated as a New Large Single Load or planned New Large Single Load by Bonneville Power Administration will not be eligible for service under this schedule.

Effective October 1, 2025: Schedule 9 – Large Agricultural Irrigation Rate – Over 100 kW (PDF)

Schedule 10 – Event & Sporting Complex Lighting Rate

This applies to accounts for the purpose of lighting outdoor sports fields that are normally used for football, baseball, softball, tennis, races, and other organized competitive sports.

Schedule 11 – Firm Point-to-Point Transmission Service

Applies to Firm Point-to-Point Transmission Service on transmission facilities owned and operated by Umatilla Electric Cooperative. Transmission service shall be subject to the availability of transmission capacity on the applicable transmission facilities and compliance with each of the conditions of service.

Effective March 1, 2022: Schedule 11 - Firm Point-to-Point Transmission Service (PDF)

Schedule 12 – Lighting Rate

Applies to all consumers for dusk to dawn outdoor lighting where service is available under existing line extension policies.
