Weatherization – Insulation, Doors, & Windows

Umatilla Electric Cooperative (UEC) members who want to install energy-efficient weatherization measures, such as windows, doors, or insulation, may be eligible to participate in Umatilla Electric’s Weatherization Program. Weatherization measures may be installed by one of the installers listed on our Participating Installer list or by the homeowner. This program may be changed or terminated without prior notice.

To obtain a rebate for your new upgrades, follow the process outlined below:

  1. Call participating installers to obtain multiple bids and notify installers you plan on participating in UEC’s rebate program.
  2. Share your bids with UEC to verify if your project qualifies for a rebate.
  3. Select your installer and take pictures of your existing equipment prior to any modifications. If you would like to take advantage of our Energy Saver Loan program, submit a request at this point.
  4. After project completion submit Rebate application with supporting documents, pictures of your new installed equipment and final invoices from contractor.
  5. If your project qualifies for a rebate allow 8 to 10 weeks after receipt of all required documentation for rebate checks to be issued and mailed.

Insulation

UEC’s Energy Efficiency Program offers a cash rebate to members that install qualifying insulation in their homes. Insulation is the barrier that prevents heat from leaving or entering your home, depending on the season. Any heating or cooling system does not have to work as hard to maintain the thermostat setting. Insulation’s ability to resist heat transfer is measured in R-values. Larger R-values better resist gaining or losing heat.

Attic Insulation

Attic insulation provides the greatest barrier against heat loss. Improving attic insulation is the most effective way to reduce heat transfer and lower your energy consumption.

Rebate Requirements –

To qualify for a rebate, new attic insulation must meet the following requirements:

  • Fill out Rebate Application
  • Single‐Family: Starting R value of R‐19 or less with Ending R Value above R‐38
    Manufactured: Starting R value of R‐11 or less with Ending R Value above R‐30
  • Installed by a Participating Installer according to BPA’s 2016 Residential Weatherization Specifications
  • Member or contractor must provide final itemized invoice
  • Installed in a home primarily heated with:
    • Heat Pump
    • Electric Forced-Air Furnace
    • Electric Baseboard
    • Electric Space Heaters
    • Wood Stove
    • Pellet Stove
  • Purchased within the last year

Rebate Payment

UEC will pay for new attic insulation at the following schedule:

$0.47 per ft^2

Floor Insulation

Though often overlooked, floor insulation helps to complete the thermal envelope around a home. Ensuring proper amount of insulation under the floor ensures the least possible heat gained or lost.

Rebate Requirements

To qualify for a rebate, new floor insulation must meet the following requirements:

  • Fill out Rebate Application
  • Single‐Family: Starting R value of R‐19 or less with Ending R Value above R‐22
    Manufactured: Starting R value of R‐11 or less with Ending R Value above R‐22
  • Installed by a Participating Installer according to BPA’s 2016 Residential Weatherization Specifications
    • Member or contractor must provide final itemized invoice
  • Installed in a home primarily heated with:
    • Heat Pump
    • Electric Forced-Air Furnace
    • Electric Baseboard
    • Electric Space Heaters
    • Wood Stove
    • Pellet Stove
  • A copy of itemized invoice
  • Purchased within the last year

Rebate Payment

UEC will pay for new floor insulation at the following schedule:

$0.47 per ft^2

Windows

UEC’s Energy Efficiency Program offers a cash rebate to members that install qualifying windows in their homes. Windows are part of the barrier that prevents heat from leaving or entering your home, depending on the season. Any heating or cooling system does not have to work as hard to maintain the thermostat setting with energy-efficient vinyl double pane windows. A window’s ability to resist heat transfer is measured in U-factor. Lower U-factors better resist gaining or losing heat.

Rebate Requirements

To qualify for a rebate, new windows must meet the following requirements:

  • Fill out the Residential Window Rebate Application
  • Installed by a Participating Installer according to BPA’s 2016 Residential Weatherization Specifications
  • Replace existing:
    • Wood Single Pane Windows
    • Metal Single Pane Windows
    • Metal Double Pane Windows
  • Installed in a home primarily heated with:
    • Heat Pump
    • Electric Forced-Air Furnace
    • Electric Baseboard
    • Electric Space Heaters
  • Provide Window Manufacturers Confirmation Order or Copy of all window NFRC Stickers
  • A copy of itemized invoice
  • Purchased within the last year

Rebate Payment

UEC will pay for new vinyl double pane windows with U value of 0.30 at the following schedule:

$4.00 per ft^2

Doors

UEC’s Energy Efficiency Program offers a cash rebate to members that install qualifying doors in their homes. Doors are part of the barrier that prevents heat from leaving or entering your home, depending on the season. Any heating or cooling system does not have to work as hard to maintain the thermostat setting with energy-efficient insulated doors.

Rebate Payment

UEC will pay $50 per qualifying door.

*UEC does not require more than one bid. However, multiple bids are encouraged.
