Background
Oregon Revised Statute (ORS) 469A establishes a Renewable Portfolio Standard (RPS) that began applying to Umatilla Electric Cooperative (UEC) in 2022. The RPS requires UEC to retire a certain number of renewable energy certificates (RECs) annually.
The number of RECs is based on (1) UEC’s annual retail sales to members; (2) the applicable RPS target; and (3) a mixture of unbundled and bundled RECs. A “bundled REC” represents the acquisition of one MWh of energy plus the REC, and an “unbundled REC” represents only the REC, without associated energy. The table below shows UEC’s RPS targets and the allowed proportion of unbundled RECs that can be used to meet each annual requirement:

2025 Obligation
Although there are Oregon statutes that provide for various compliance exemptions, they do not currently apply to UEC. Therefore, the compliance calculation is based on the entire amount of UEC’s retail sales to its members. The table below shows UEC’s 2025 RPS obligation:

2025 Compliance
In compliance with state law, on May 12, 2026, UEC retired a total of 498,475 RECs to meet its 2025 compliance year RPS obligation.
