BPA Proposes No Spill Surcharge for 2019
Bonneville Power Administration is proposing to have no spill surcharge this summer for its wholesale power customers and to offset spill costs instead with cuts already made to the Fish and Wildlife Program. The agency is hosting a workshop and public comment period on the proposal in April and May.
Last year, BPA implemented a spill surcharge on UEC and other utilities to address additional court-ordered water spill through eight hydroelectric dams. Water spilled over the dams cannot be used to produce electricity, thereby increasing the costs to BPA. Last year, UEC absorbed its surcharge of about $204,000 without passing along the increase to members.
