Location: Hermiston, OR

The Kelli Boulevard Substation is now energized and supports industrial growth in the South Hermiston Industrial Park (SHIP). One of the largest in UEC’s system, the capacity of this substation supports UEC members in the area and connects to transmission in south Hermiston, supporting UEC members at all levels.

Construction Schedule

Start Date: February 2023

Completion Date: October 2024

To energize this substation, the following components went into this project:

  • 5.5 miles of newly constructed transmission line
  • 2.5 million lbs. of steel structures were erected
  • 350,000 feet (more than 66 miles) of new conductor was installed
  • 4 miles of existing distribution line was converted from overhead to underground service

Remarkably, construction of the transmission infrastructure was completed in just 4 months—one month ahead of schedule—underscoring the efficiency and dedication of the teams involved.

UEC is extremely proud of employees, consultants, contractors, and material suppliers that partnered with us to see this project to completion.

Why Build A New Substation?

UEC needed to invest in new infrastructure to meet the increased need of the rapidly growing region. The substation supports anticipated industrial and commercial growth, fostering the economic development within Umatilla and Morrow counties.

UEC’s Commitment to Our Membership

Substations are critical links in the electric distribution system, containing utility circuit protection, voltage regulation, and equipment that steps down higher voltage to lower voltage. Before reaching homes, businesses or farms, power is routed through our transmission system to a substation, where it is changed to a lower voltage that can be managed, utilized and delivered to members.

Benefits and Value Carefully Considered

Members may have seen construction activity and storage on Feedville Rd. and Kelli Blvd. that caused minimal traffic impact.  Our mission is to provide reliable power to our members. UEC will continue to address the area’s growing energy needs to ensure we can continue to provide reliable power for years to come.
